There is an annual charge to belong to an exchange company, plus if you do exchange there is a fee for that as well. So if a timeshare owner wants to stay somewhere other than their week, or at a different location there is even more money to be paid out.

A timeshare can be deeded, but then the person that takes it on will be stuck with all the fees.
